Execution plans
One document that says what will be built, how, by whom, to what standard, within what permit, and what happens when it does not go to plan. Most projects have five documents that each cover part of this and contradict each other in the overlaps.
What goes in one
The structure below is the one this practice used on a recent sixty-five-kilometre northeast British Columbia system built almost entirely trenchless. It is method-agnostic and regulator-agnostic in shape; the content is rewritten for each project.

An execution plan that nobody on the spread has read is paperwork. We write them to be used, and where we are also acting as owner's representative we test whether the crew can find the things in it that matter.
